NEPA Assessments

NEPA is the basic charter for the protection of the environment.

The National Environmental Policy Act (NEPA) of 1969 established a U.S. national policy promoting the enhancement of the environment and also established the President’ Council on Environmental Quality (CEQ). NEPA outlined a process to ensure that actions proposed on public lands are evaluated and the impact to the environment is analyzed. The process evaluates the environmental effects of a federal undertaking including its alternatives. This helps public officials to make informed decisions with an understanding of the environmental consequences and the alternatives available.

Multiple levels of analysis provide detailed data.

The three levels of analysis include: categorical exclusion determination; preparation of an environmental assessment (EA) finding of no significant impact (FONSI), and preparation of an environmental impact statement (EIS). If the EA determines that the environmental consequences of a proposed federal undertaking may be significant and that a proposed federal action does not fall within a designated categorical exclusion or does not qualify for a FONSI, then the responsible agency or agencies must prepare an Environmental Impact Statement (EIS). An EIS is a more detailed evaluation of the proposed action and alternatives. The public, other federal agencies and outside parties may provide input into the preparation of an EIS and then comment on the draft EIS when it is completed.

Our consultants measure up to the task, with the education, certifications and product specific hands on training needs for all levels of the NEPA analysis:

  • Environmental Assessment (EA): We analyze the impacts to the quality of the human environment, and perform an interdisciplinary review of the proposal, identify appropriate mitigation measures, and facilitate the preparation of an EIS where deemed necessary.
  • Environmental Impact Statement (EIS): This analysis is conducted for “major federal actions that significantly affect the quality of the human environment” to ensure that the policies and goals of NEPA are used in the ongoing programs and actions of the federal government. Our EIS describes the: environmental impacts of the proposed action; adverse environmental impacts that cannot be avoided should the proposal be implemented; reasonable alternatives to the proposed action; relationship between local short-term uses of man’s environment and the maintenance and enhancement of long-term productivity; and the irreversible and irretrievable commitments of resources that would be involved in the proposed action should it be implemented.
